Summary
Ontario is in the midst of a housing crisis and is in dire need of a new supply of housing. However, under the status quo, zoning laws prohibit modest forms of density in most neighbourhoods.
This report provides a breakdown of how Ontario can legalize “missing middle” housing (i.e. townhouses, triplexes) in low-density neighbourhoods in a manner that is sensitive to local needs and prevents municipalities from undermining densification mandates. A provincial approach ensures greater consistency across regions and helps break the logjam of local politics preventing housing development. Adopting this framework will help our cities become more diverse, equitable and inclusive.
