Summary
Housing in Toronto is becoming increasingly unaffordable, unsuitable and unavailable. Not enough homes are being built and those which often do not meet the needs of lower- and moderate-income people. This has made it harder for employers to recruit and retain employees while forcing workers to undertake punishing commutes.
This report uses several case studies from across the world to explore how Toronto can address this problem. Building dedicated housing for workers is one approach which broadens the pool of stakeholders responsible for providing workers with homes. However, a successful approach will require political action, community engagement and prioritization of the end-users.
